Objectives
This is a multi-country, multi-stakeholder agreement funded by the French Development Agency (AFD), aimed at developing community advocacy and research through coalition plus geographic networks in 5 regions of the globe (Latin America and the Caribbean, Central and East Africa, Middle East and North Africa, West Africa, Indian Ocean). Its objectives are:
- Improve the quality of prevention, screening, treatment and care services, while integrating a human rights approach.
- Strengthen networks of community players and promote advocacy actions to guarantee better access to healthcare for the most vulnerable populations.
- Adapting healthcare services to the needs of people most at risk from HIV and viral hepatitis
- Improving the operating environment by directly influencing public health policies
Expected project results
- Capacity-building for community organizations to ensure a more effective response to the needs of vulnerable populations.
- Improving the quality of prevention, screening, treatment and care services for people living with HIV, with an emphasis on innovative approaches and the adoption of best practices.
- Reducing Human Rights Barriers by promoting the rights of key populations (sex workers, drug users, men who have sex with men, etc.) and reducing the legal, social and structural barriers that limit their access to healthcare services.
- Increased access to healthcare, with more people reached by prevention, screening and treatment services, particularly among populations most at risk of exposure to HIV.
- Strengthening Human Rights Advocacy and Actions with improved advocacy efforts to influence public policies to create a favorable environment for vulnerable populations and to support equitable access to healthcare.
- Increased collaboration and coordination between stakeholders by strengthening partnerships and coordination between community organizations, technical and financial partners, and local authorities, in order to maximize the impact of actions to combat HIV.
- Monitoring and Evaluation of Interventions with the implementation of monitoring and evaluation systems to measure progress, adapt interventions according to needs, and ensure greater accountability to beneficiaries and donors.
Focus areas
- Community Capacity Building
- Train and support member and partner organizations to improve their ability to provide quality services.
- Develop skills in management, governance, monitoring and evaluation, and human resources management.
- Improved Access to Health Services
- Strengthen HIV prevention, testing, treatment and care services, focusing on key populations (sex workers, men who have sex with men, drug users, etc.).
- Develop innovative approaches to reach vulnerable populations, particularly in geographical areas where services are limited.
- Reducing Human Rights Obstacles
- Implement interventions to reduce structural barriers, such as stigma and discrimination, that limit access to healthcare services.
- Strengthen the capacity of organizations to advocate for human rights, in particular the rights of people living with HIV and key populations.
- A Plea for a Favorable Environment
- Conduct advocacy campaigns at national, regional and international levels to influence public policy and create an enabling environment for the HIV response.
- Collaborate with health authorities, funding partners and policy-makers to improve regulations and policies that have an impact on the most vulnerable populations.
- Gender and vulnerability approach
- Integrate a gender perspective into all interventions, recognizing the different vulnerabilities of men, women and non-binary people to HIV.
- Address the specific needs of women living with HIV, particularly in terms of preventing mother-to-child transmission and combating gender-based violence.
- Strengthening Data Collection and Monitoring & Evaluation
- Improve data collection and information management to strengthen evidence-based decision-making.
- Monitor interventions to measure program impact and effectiveness, and make adjustments based on the results obtained.
- Promoting Innovation and Best Practices
- Foster innovation in prevention and care approaches, using new technologies and innovative practices.
- Share and disseminate best practices between Coalition PLUS member organizations, to strengthen the collective effectiveness of the response to HIV.
